The attack of Mondovia could only be justified if it had been provided that Romania had got a nuke weapon. But this fact hasn't been made clear in the question. Then how we can justify the attack. The answer mentions that the power plant is under statutory authority and there is no strict liability. But sir, being a nuclear power plant it has got responsibilities of proper care, and thus this case is a clear case of absolute liability. Thus answer should have been that, "Yes, the nuclear power plant is liable as it has got a moral responsibility of care towards other people as they are dealing with so disastrous materials and thus they'll be absolutely liable."
